7. The Americans are still trying to reconcile Israeli and Syrian positions on the nature of any peace conference. Syria is insisting on a continuing international conference with a major role for the UN. Israel wants a short, one-off event to launch bilateral negotiations. Mr Shamir favours US and USSR co-sponsorship without the United Nations. is opposed to independent Palestinian representation. the positive side, the Syrians seem encouraged by American understanding of their position on the Golan. And Israel has shown some flexibility on the question of European participation in any conference. The European Council of 29 June issued a statement reaffirming Community support for the Baker initiative.

Soviet Union
9. We have no specific points on the Soviet Union which we wish the PUS to raise. Rowever it is possible that Mr Kimmitt may wish to discuss the Western approach to the Soviet Union in the run-up to Mr Gorbachev's meeting with G7 leaders after the Summit on 18 July. Our approach is not very different from that of the US: we want the meeting to make a contribution to reform in the Soviet Union; by convincing Gorbachev of the necessity of rapid economic reform, and of the West's genuine support.
