My only comment on the programme is to suggest that a meeting with the Hong Kong Government's Political Adviser should be inserted very near the beginning. that you have fed in the idea for such a contact to Stuart Harbinson in Hong Kong's Trade Department). Political Adviser, William Ehrman, is a Diplomatic Service Counsellor on secondment to the Hong Kong Government. His responsibilities focus particularly on dealings with China about the 1997 transition. It also occurs to us that it might be useful if the PA was accompanied by a senior Hong Kong Chinese official, perhaps Michael Suen, Secretary for Constitutional Affairs, or his Deputy. This would impress upon the Americans that it is not just HMG banging the drum about Hong Kong autonomy and its separate customs territory status post-1997.
