South Korea to revise foreign policy in wake of North's UN decision (Text) South Korea intends to shift its foreign policy keynote from a war of diplomatic attrition forced by its confrontation with North Korea to more pragmatic, economic diplomacy, officials at the Foreign Ministry said Thursday [30th May]. Personnel will be moved from diplomatic missions in Africa and the Middle East to Eastern Europe as Korea revamps its diplomatic network in response to North Korea's decision to the UN, they said.

"It is now certain that South and North Korea will enter the UN in September and there will be no more exhaustive competition between the two sides to garner foreign support for each formula for UN admission," a ministry official said. The ministry's recently inaugurated Diplomatic Policy Planning Office is working out details of the overhaul, he said.

Upgrading economic cooperation with other nations and substantially improving ties with former east-bloc countries will be the main tasks for South Korean diplomats, the official said. Efforts will also be made to facilitate diplomatic relations with China, and to enhance cooperative ties with Egypt and other nations that have formal relations with North Korea but

not with South Korea.

The official admitted that Africa and the Middle East had been the field for intense inter-Korean rivalry aimed at winning support in such international forums as the UN and the Non-Aligned Movement. “Such haemorrhagic diplomacy is no longer needed. The 37 missions we have in the region may be subject to personnel or budget cuts. Some may even be closed," he added. (Yonhap News Agency, Seoul, in English 0106 gmt 30 May 91)

Pyongyang conference invites South representatives to reunification symposium (Excerpts) A symposium of politicians, scholars and pressmen on the great principle of the method of national reunification was held today [29th May] at the People's Palace of Culture here [Pyongyang]. It was attended by presidium member of the Central Committee, the Democratic Front for the Reunification of the Fatherland, Yom Tae-chun; Vice-Chairman of the Central Committee, the Korean Social Democratic Party, Kim Yong-ho; Vice- Chairman of the Central Committee, the Chondoist Chongu Party, Han Yong-su; and scholars and pressmen.

Politicians, scholars and pressmen made speeches on the subjects "The Great Principle of the Method of National Reunification Newly Laid Down by the Great Leader Comrade Kim Il-sung Is an Entirely Just Principle whereby To Confirm the Nation's Common Way of Promoting the Reunification of the Country", "The Proposal for Founding the Democratic Confederal Republic of Koryo Is a Most Reasonable and Realistic Way of Reunification That Embodies the Great Principle of the Method of National Reunification", "The Proposal for a Political Consultative Conference for National Reunification Is a Most Reasonable and Fair Step of Negotiation To Reach a Nationwide Agreement on the Method of National Reunification", etc...

'Nodong Sinmun' criticizes No Tae-u's speech on political and economic reform (FE/1084 B/4 [9] - Excerpts) No Tae-u made a "speech on administrative measures" called "package to save the situation" at Chongwadae [presidential office] on 28th May. He made a long harangue interlarded with threat, and appeasement and deception on matters of demonstration, public welfare, economy, "administrative reforms" and "democratisation". Branding his speech as a political cartoon to cover up and justify his murderous and violent atrocities, a news analyst of 'Nodong Sinmun' today [30th May] says:

If he were to make a “speech” setting out “administrative measures" he should have elaborated first of all on the acute political confrontation between democracy and fascism, which stands out as the most serious pending issue in South Korea, and the present situation of South Korea in which tragic bloodshed continues after the fatal beating of student Kang Kyong-tae, and raised such fundamental matters as the termination of the "security-oriented rule" and the resignation of the "sixth republic". No Tae-u, however, completely shelved these issues and wagged his tongue about secondary matters... By failing to set out concrete measures to save the situation in his "speech", he made it plain that he had no plan or capacity to bridge over the present political crisis. Taiwan official notes Hong Kong's entry into Pacific economic body (FE/1084 A3/5 [8] - Excerpt) The Pacific Economic Cooperation Conference (PECC) approved the entry of Hong Kong, Mexico, Chile and Peru as new members as its eighth annual meeting concluded last week in Singapore, the first time that “three Chinas” problem have been resolved in an international organization, Koo Chen-fu, president of the Republic of China Committee of the PECC, said at a press conference over the weekend. Koo, representing the ROC, was among 300 delegates from 19 countries taking part in the PECC confab. The ROC and mainland China joined PECC as members of equal status in 1986...
