THE 1991 REVIEW OF THE HONG KONG GARRISON WITHDRAWAL PLAN
1. Thankyou for the opportunity to comment on the first draft of this year's review of the Hong Kong Withdrawal Plan.
2. By and large, I think the draft is a reasonable start on a difficult and complex subject, though I do have a substantial number of comments/amendments at Annex. These, amongst other things, reflect some more general concerns of mine. Firstly the paper is far too long as it stands and fails to focus Cos minds on the major issues, particularly those that have resource implications. Second, and on a related point, I see nothing in the paper which sets out the manpower and financial implications of proposals such as retaining two battalions till late 1996/early 1997, which will entail a change to the agreed LTC programme.
