The paper herewith was prepared recently in an effort to help you, the FCO others to counter the threatened withdrawal of the three RN patrol vessels closure of their base next March unless someone other than the MOD pays the costs for the ensuing five years.

Obviously this matter is very delicate, so this paper has gone only to the FCO (via Merrick Baker Bates), No. 10, a small number of senior peers and Michael Mates MP, Chairman of the Defence Committee. For obvious reasons it has not gone to any opposition MPs, at least not so far.

helpful and may assist

in countering the MOD's virtual sake of a very small potential saving, if nothing else goes wrong between now and 1997, a recklessly pious hope.
