As promised in telno 1949, herewith our more detailed comments on the desk level draft of the 1991 Review of the Garrison Outline Withdrawal Plan. These comments, which have been generally endorsed by the Governor, should be read together with those in our previous telegram.
Political Perspective
2. Para 13. The Bill of Rights was enacted on 13 June 1991.
3. Para 14. The word "Most" at the beginning of the second sentence should be replaced by "About half". It is misleading to imply that a significant proportion of emigrants are "essential workers from the public sector". Public sector employees represent a very small proportion of those emigrating.
4. Para 15. This paragraph needs to be redrafted. It was not only in 1989 that there have been demands for the work of the JLG to be open to public scrutiny. It is also not clear what is meant by the statement that in 1989 the interests of HMG and the HKG seemed to diverge on the question of British Nationality and Vietnamese Migrants. The statement that Hong Kong opinion favoured the use of the Garrison to help with Vietnamese Migrants in 1989 needs to be balanced by a reference to the possible need for such assistance this year.
5. Para 16. I suggest the second sentence be deleted as it is simplistic to state that the low level of applications under the British Nationality Scheme suggested a return of confidence. A passage on the outcome of the airport talks can now be included.
6. Para 20 The indications at the latest round of expert talks on defence lands are that the Chinese may now be ready to negotiate a package solution to the future military estate. The Chinese have said that, whilst the precise size
