You recently asked for an update on where we stood with the MOD on money for continuing the Royal Naval presence in Hong Kong.

My contact in the MOD has now returned from leave and I spoke to him yesterday. There is clearly no pressure from the MOD for either the FCO or Hong Kong Government to come up with money quickly. I mentioned to Mr Howard that Hong Kong had some wheeze which we understood they were going to be put
He showed little interest and certainly did not
demand that it should be done quickly.

A colleague from Hong Kong has told me that HQBF Hong Kong are under the impression that the MOD will be
seeking this money from the Treasury in the current PES round and have effectively given up.
4. I think we can put this on the backburner, certainly for the moment.
