The rules of engagement

The use of firearms is governed by the Customs and Excise Standing Orders. The relevant parts are reproduced as follows:

"14.1 A member may discharge a firearm only to protect himself or any other person from death or a serious bodily injury, provided that no lesser degree of force can achieve these objects.

14. 2 Whenever possible, a member is to give warning of his intention to open fire.

14.3 When firing, a member will take calculated and deliberate aim at particular target. He will fire one round and may fire a second or subsequent shots only if the circumstances justifying the shooting remain unchanged and the earlier shot had no effect.

14.4 If it is necessary and the circum- stances justify a member to open fire, he will aim to disable and not to kill.

14.5 Indiscriminate use

firearms

resulting in death or injury may result in

criminal or civil proceedings being taken against the member concerned.

14.17 Sub-machine guns are mainly issued to all sector launches for the protection Of the launches and their crew against attack by mobs with firearms, fish bombs or other explosives."
