The attached map gives an indication of the positions

of the vessels throughout the incident.

On the evening of 4 November PV 36 was on patrol in

south Deep Bay in the area north of Ash Lagoon at Nim

Wan which is presently under-going reclamation. At

2205 hrs. PV 36 sighted an unlit vessel proceeding

towards the shore at map reference JV 010825 (approximately 100 metres from the coast).

PV 36 illuminated the vessel at which time it began to

display the CPV recognition signal. PV 36 went

alongside what turned out to be a P4 sampan with 4

persons on board. They were wearing green uniforms and life jackets and stated that they were officers of

the Gong Bian) and were chasing speedboats. They were

told to leave Hong Kong waters immediately and were

observed to head back towards Shekou.

All 4 Gong Bian officers were carrying sidearms. bench in the sampan was a Type 56 rifle with a folding stock. The sampan was approximately 6 metres long, blue in colour and powered by a 60 h.p. outboard

engine. No other recognition marks were shown.

PV 36 then searched the reclamation area and put men

ashore. 4 vehicles in the area were seen to leave at

speed. Some people fishing in the area were

questioned. They stated that they regularly saw sampans and speedboats loading up goods in the area,

which is ideal for smuggling because of the new sea

walls, hidden inlets etc. and its proximity to Shekou.
