Whilst the response to the first incident falls short of an apology, it is at least an admission that the CPV was mistaken. The response on the second incident is internally
inconsistent (if the CPV had never entered Hong Kong waters, how could it have been challenged by Marine Police?) and falls
far short of an acceptable explanation. This may reflect different attitudes from the authorities policing Deep Bay and
Mirs Bay on the Chinese side. Although the responses we receive are frequently unacceptable, we must of course continue to raise these incidents with the Chinese, and preferably to do
so in as much detail as possible. Photographs would go a long way to supporting our contention that a given incident happened in Hong Kong waters.
