42. The date at which this new command structure is set in place
should be at least 12 months before 30 June 1997. Due to budgetary management considerations the most suitable date for implementation would be 1 April 1996. At this date HQ BFHK should be divested of all responsibilities for Brunei Garrison. Before that date all relevant JTPS and directives to the respective commanders should be revised.
Suitable communications links for the Brunei Garrison will exist with
the anchoring of the secure link to the UK IN 1994. (Paragraphs
9,10,11 &12).
43. The composition of the Garrison will not alter, subject to the future of the Brigade of Gurkhas, and will remain as a Gurkha Infantry Battalion Group; with signals, Army Aviation, transport and service support elements. The resident battalion should not Arms Plot during the period between the implementation date of the change in command
and 30 June 1997. If the agreement is not to be extended beyond 1998,
the battalion should not Arms Plot until the withdrawal of the
Garrison from Brunei. (Paragraphs 13,14,15 & 16).
44.
C Flight 660 Squadron AAC will require to become an independent
flight before the implementation date of the change in command. To
ensure that the required level of aviation support to the Garrison is
maintained the flight will require an additional IRR/IUR aircraft.
The case should be staffed separately, together with any requirement for enhanced scaling of maintenance manpower and spares to compensate
for the remoteness of the Flight from UK. (Paragraph 17).
45.
The future of TTB requires to be addressed by HQ D Inf in order
to confirm the role and location of the Army's jungle training facility. This should be done before 1993 because of quartering
implications in particular. (Paragraph 18).
46. The distance of the Garrison from its support base in the UK will
