31. Finance. No change to the establishment or functions of the present Garrison Administrative Office, which is based upon the
battalion pay office, is envisaged.
32. Education. The provision of education facilities to the Garrison
will have to continue as long as the Garrison remains on accompanied
service.
a. SCS. The junior and lower secondary Gurkha school will continue to function, and there will be no change to the
primary education for British dependants. Secondary education will continue to be carried out at the United World College of
South East Asia in Singapore, or in the UK.
b.
Adult Education. The resident battalion UEO could undertake
both the Garrison resettlement officer and officers' tutor
responsibilities in the short term. It is believed however, that
if the UK Garrison remains beyond 1998, then a second RAEC
officer will be required to fulfil those officer education and
resettlement requirements for the longer term.
Administrative support would be carried out by the staff of the designated superior HQ.
33. Discipline. Since the Garrison is commanded by a Lieutenant
Colonel, he will require ASA powers, although for Courts Martial he
could hold a Delegated Warrant from the formation commander (UKLF).
34. Catering. All catering support requirements will be met by the
HQ assuming command, the most suitable probably being HQ Army Catering
Services (UKLF).
35. Legal. All
legal support currently provided by BFHK can be
provided for by UKLF.
36. Civil Secretariat. Due to the additional financial and costing
