British Army Element Far East, exercises disciplinary and routine

administrative command over all Army units and personnel in Brunei,

including Loan Service Personnel. The Commandant of the resident

infantry battalion in Brunei is Commander UK Brunei Garrison.

4. Since the current agreement regarding the Brunei Garrison does not run out until some 18 months after Hong Kong is handed back to the Chinese, the Garrison will require alternative arrangements for C2 to

have been set in place by June 1997 to enable both a proper command

chain to be established and to ensure a smooth transition for the

Garrison during the change in command.

Aim

The aim of this Annex is to identify the arrangements for the

command and control of the UK Garrison Brunei in the run up to the

withdrawal from Hong Kong in June 1997 and thereafter.

Assumptions.

6. The following assumptions have been made in this Annex:

a.

The Exchange of Notes between Brunei and HMG will remain in

force until December 1998, and thereafter, dependant upon the

wishes of both nations, it is possible that further extensions

may be agreed.

b.

The present arrangements for the stationing of the UK

Garrison in Brunei will remain unchanged and that Brunei will

continue to meet the full costs of the UK Garrison there, less

those associated with Training Team Brunei (TTB).

C.

The overall Garrison shape and size will remain generally

as it is today and it will not assume any other tasks; although

the feasibility of providing the CLM platoon in Korea at some

future date cannot be ruled out. The present composition of the

Garrison is detailed at Appendix 1, and summarised below:
