For the purposes of anticipating future LEP requirements, the

following assumptions have been made:

The first battalion will withdraw in Autumn 1992.

Accompanied service will cease in the latter half of FY

Additionally, there are as yet unresolved issues which have a

major bearing on the future requirement for LEP in Hong Kong, namely:

The acceptance of the Army Supporting Arms and Services

(ASAS) Paper (3).

The future of the Brigade of Gurkhas.

The size and scale of the RN presence up to 1997.

The ASAS Paper has produced a detailed forecast showing

anticipated Army LEP requirements under different scenarios in Hong

Kong. It concludes that some

some of the assumptions upon which the

original Withdrawal Plan was based are no longer

longer valid, and in consequence the figures given in LTC 90 will require revision. The Army LEP requirements set against LTC 90 provision are outlined in the

graph attached. The original intention to stop recruiting in 1992 now appears to be most unwise as it seems inevitable that were BFHK to stop recruiting LEP in 1992,. trickle reinforcement of individuals from

UK would be required in order to sustain the Garrison's operational

and administrative effectiveness. This support from the UK might well
