security, so the maintenance of territorial integrity will assume a
greater priority within the military concept of operations. This
assumption is based upon the premise that although the RHKP have (will
have wef mid-1992) control of the land border for routine anti-illegal
immigration duties, the Army, due to their training, equipment and
role, will remain better suited and be more appropriate politically
to demonstrate HMG's intention to maintain the sovereignty of Hong
Kong. Nevertheless, and notwithstanding the change in emphasis, the
land forces will still have to retain the ability to deploy on
internal security operations to provide HMG and HKG with a range of
options for their response to any breakdown in internal order, and
possible subsequent threats to Hong Kong's territorial integrity.
45. The concept of operations will therefore remain relatively unchanged, although the emphasis is likely to shift, particularly
after the withdrawal of the second battalion (see paragraphs 82 & 83
below). Uncommitted reserves at the outset, flexibility of command
and control and mobility to allow speedy deployment to situations as they arise will remain key ingredients. It is therefore important
that throughout the run-down the Garrison retains a balance of combat,
combat support and combat service support units. This balance will
allow the Garrison, at least in the early stages, to conduct operations without reinforcement. In this context reinforcement plans
will become even more important as 1997 draws closer, and they will
need to be reviewed as each battalion is withdrawn.
Locally Engaged Civilians (LEC) & Locally Enlisted Personnel (LEP).
46. LEP of the Royal Navy and Hong Kong Military Service Corps and the LEC, who support all three Services, play an essential part in
enabling the Garrison to achieve its current operational and administrative tasks. Their continued support and loyalty will be vital in maintaining an efficient and cost-effective Garrison during
the run-down.
