The Chiefs of Staff directed in Reference A that The Hong Kong thdrawal Plan be reviewed biennially. As a result, CDS 13/89 followed in 1989, and the 1991 Review has now been prepared as a desk level draf t is attached herewith for comment.
C. The 4 part, stand-alone format for the paper has been used again to reduce the need to cross refer to CDS 13/89 and its predecessor.
Reference C laid down the staffing timetable for this Review, which is summarised as follows:

Addressees will note that the draft, and particularly the SEA Section, has been written on the assumption that current negotiations between MOD and the HKG will result in agreement on financial terms for the retention of 3 RN Patrol Craft in Hong Kong until 1997. Should agreement not be reached the paper will be revised accordingly, prior to circulation of the one * draft.
