4. I hope that you will be able to look sympathetically at this proposal. We face many difficult Hong Kong related problems at the moment: the new airport project;
Vietnamese Boat People; and the possibility of
non-renewal of China's MFN status in the US, which would
have a very serious effect on Hong Kong's economy. It is
most desirable that we should resolve the patrol boat question quickly and without acrimony.
5.
If you believe that this idea looks like a runner,
the Governor will quickly despatch a team to wrap-up the
details.
