I attended the UKCICC on 11 June at Northwood in your absence. The Commanders evidently like an FCO representative to be there, and to brief them on "topical issues", in this case Soviet Union's external relations and Hong Kong. But much of the rest of the day was pretty peripheral to our interests; for the future, morning only attendance would do, I think.
2. I have sent the papers back for NPDD files. As you know these are for the most part carefully pre-scripted occasions on which by definition nothing unexpected happens. But the following snippets
may be of interest:
Hong Kong: I drew on material kindly provided by HKD to run over the 1997 issue. On the defence aspect I explained (as agreed with Mr Stone) the importance attached by the Governor to keeping a White Ensign in Hong Kong harbour until 1997. This drew predictable support from CINCFLEET, who pressed the civilian reprsentative from the MOD (Mr Howard from Sec (0)(C)) to take the wider view. I don't suppose it will make much difference to the negotiations over costs,
but can't have done any harm.
