The Minister agrees
We discussed this issue this morning. that now is not the time to speak to Mr Hamilton. He would prefer to write first setting out our concerns, noting that, as Mr Hamilton will have seen from a recent Cabinet Office paper, smuggling is increasing, and proposing a meeting in due course. The Minister would also like to see again the background papers.

I should be grateful if you could submit a draft along these lines. The Minister would also welcome your advice on when the best moment to write might be.
