Military and political risks are too great to be

dismissed so casually. Proper Ministerial discussion needed

before decisions are taken which will have a profound impact

in Hong Kong.

Finally, a word of concern. The Governor has

understandably bridled at the peremptory tone with which

Mr Terence Brack (AUS (General Finance)) has tried to summon

the Financial Secretary, Sir Piers Jacobs, to London. This is no way to treat a senior colonial administrator in the middle of preparing his annual budget (to be given in early

March).
