A report was received that a CPV speedboats with two

uniformed men had intercepted a Hong Kong fishing vessel and a Taiwanese

vessel off Po Toi, 3 km inside Hong Kong waters, whilst the HK vessel was

taking on a consignment of fish-fry (eels). Both vessels were escorted

at gun point out of Hong Kong waters and soon after, released.

Two separate but probably connected incidents occurred in

the Ninepins/Shek © area about 12 km inside Hong Kong waters. In the

first incident one of two fast targets was found to be a CPV speedboat

with two armed man in uniform and two men in plainclothes on board. They

claimed to have been chasing a speedboat (the other target) which had

tried to ram than and had opened fire. They were told to leave Hong Kong

waters and did so.

in the second incident three speedboats believed to be

CPVS intercepted a consignment of cigarettes being taken out of the

eastern end of the Harbour by fishing vessels and speedboats. It is

believed that shots were fired from the CPVs as some crew members from a

Chinese fishing vessel jumped overboard. A police launch arrived at the

scene as the three speedboats were leaving and found a fishing vessel

with the cigarettes. A number of arrests were made and a man suffering

from a gun shot was admitted to hospital.

MOST OT these incursions were connected with smuggling

activities and there have been none since the end of May 1990.

They

occurred in various locations in territorial waters and in all incidents

where contact was made it was by Marine Police. Given the locations it

is not possible for either Marine Police (or the Royal Navy) to dedicate
