incluents involving incursions by Chinese Patrol Vessela (CPVs)

During 1990 there were 29 reports of incursions by Chinese

Patrol Vessels (CPV) into Hong Kong's territorial waters.

This compares

with 23 reports in 1989. Operation Juniper' the Security Branch

Circular 10/88 defines incursions and lays down instructions on how they

should be handled. This will obviously depend on the seriousness of the

incident. It must be understood that incidents of CPVs transitting

Hong Kong waters or exercising jurisdiction North of the Cap. 242 line

are not classified as incursions.

There are a number of incidents worthy of note :

(a) FILIJU

A Chinese Patrol vessel (CPV) with 5 Chinese Green

Uniformed Officers of Sum Mun Border Defence Unit, was stopped at Heung

Lo Po off Tolo Channel, some 20 kms inside Hong Kong waters. The officer

in charge of the CPV reported that they were following a suspected

smuggling speedboat from Chinese waters and did not realise they had

entered Hong Kong waters. Two rifles were seen in the CPV.

(L) 10.1.yu

A police launch observed Gong Bian 146 running at high

speed in West Lamma Channel, 3 kms inside Hong Kong waters, and

intercepting a Hong Kong fishing vessel. Three Chinese uniformed men

went on board the Hong Kong fishing vessel. The police launch approached

them and instructed both CPV and Hong Kong fishing vessel to stop but the

crew of the CPV refused to stop and brandished their weapons.
