(46 Review of Garrison Withdrawal Plan
HKC062/ Would you please refer to my letter in this
series of 29 October 1990 in which I commented on the processing of those parts of the Review in which the Hong Kong Government has a direct interest.
I understand from Ian Hamill at HQBF that the drafting of the Review of the Withdrawal Plan is on schedule and that a first draft should be available for circulation in April this year. I further understand that you will be consulted on the section on the Political Perspective and provided with a complete draft of the text for onward circulation to us.
As noted in my letter above, we are very anxious to be consulted on the draft overall and, in particular, on those sections relating to the Political Perspective, the Threat, the Royal Hong Kong Police Force and Defence Lands. I shall therefore be grateful if you will confirm that the draft text will be forwarded to us as soon as practicable and that we shall have adequate time to comment on its contents.
