Sir,
I have reason to believe that some members of the Royal Hong Kong Police work hand in glove with triads to extort money from law abiding members of the public. I refer to case No. 24967/87 which occurred on 7th September, 1987. The following facts are pertinent:

A Police Detective Kwan Kwok Kwen (PC7354), his immediate supervisor, a dective sergeant, and possibly a police inspector by the name of R.I.P. Foster has caused police constable Ng Kwok Kuen (PC23823) to make a false statement that Yue Kee Wah was bleeding in his left nostril. The relevant medical report indicates clearly that there was neither the complaint, nor was there any trace or indication of bleeding in the left nostril. No other evidence or witness indicated there was any bleeding.
It was simply inconsistent that a man, struck by a fist of another man, should suffer a bleeding left nostril while his glasses would break on the right side.
That Police Detective Kwan Kwok Kwen (PC7354) has asked me to pay off Yue Kee Wah.
Shortly afterwards, I was approached by a self-confessed member of triad, Lee Yuk Ka. He told me the police detective sergeant had had his subordinates frame the case. If I joined the triad, he would talk to the police and have the case dropped. Otherwise the police will charge me and seek to ruin me. I refused and the police did charge me.
When I tried to report the matter to the station chief, a cheif Inspector Samuel Pao, he insisted on the presence of all officers whom I suspected were involved, and assumed a threatening attitude. I was forced to withdraw from filing a complaint.
