The first 3 objectives fall under the heading of buying influence. In this the UK face increasing competition from many countries eager to win friends and gain influence through the medium of Service training. Throughout the studies into F&C training it has proved impossible to identify precise levels of demand to be satisfied to achieve the 4 objectives outlined at para 2. However there is a general consensus that:

decline in demand for some of these courses.
