comparatively small, and we were able to maintain our overseas exercise programme largely unchanged although PURPLE VICTORY was cancelled at the start of GRANBY. Moreover, since many of its objectives were met by GRANBY, there has been no immediate requirement to replace the exercise.

34.

Policy for future QQA Exercising.

The search for suitable new locations will become increasingly significant in the post-Options era and overseas deployments

deployments will grow in attraction as environmental factors and the withdrawal of troops from Germany to the UK place even greater pressure on our already overcrowded UK training areas. Initial indications are that the Caribbean area (including Guyana and Belize), Egypt and Morroco offer encouraging prospects whilst the Far East, with support to the FPDA, promises to provide continuing interest for

us.

Future Exercises. The following plans are of particular

significance:

a. The Gulf States. A programme of single Service exercises and deployments has been formulated as part of a balanced approach to finding low cost and low profile ways of underpinning new security arrangements

arrangements in the region, in the wake of the Gulf War. UK exercises will be spread among all the Gulf States in order to avoid developing a counter productive "special relationship" with a chosen few.

b. FPDA. As the trend in UK military activity in the Far East progressively moves away from reliance fixed garrisons and more towards demonstrating a capacity to deploy forces from the UK in support of the FPDA, our level of commitment to the FPDA for the foreseeable future becomes better defined. When possible, we will aim to contribute a ship (from ARMILLA or a Hong Kong patrol craft) to the annual anti-submarine exercise, and we plan to continue to contribute a battalion HQ

a battalion HQ to the FPDA's annual Command Post Exercise (CPX).

UK'S 1992 participation in FPDA exercises will include both Tornado. F3s and an RN CVS Group.

C. Purple Exercises. The 1992 CPX, EX PURPLE MONARCH 92, will take place in and off Gibraltar with the Joint Force HQ (JFHQ) initially embarked in a CVS and LPD. The scenario avoids any actual link with Gibraltar and the exercise will fully test MOD procedures in the light of lessons leaned on Op GRANBY, as well as providing an opportunity to validate any proposed changes that might result from the current United Kingdom Commanders-in Chief Committe (Overseas) (UKCICC (0)) Study into 00A C2 procedures.
