13. New procedures are being introduced to improve the targeting and control of the DPF, and to ensure that the fund is fully used; but these will do little to alleviate the lack of basic funding. The rising costs of courses and LSP and likely increased demands to meet policy objectives in the Gulf suggest that we may need to look for an increase in the DPF ceiling; this will be especially urgent if the requirement to provide assistance to Eastern Europe materialises. At the same time we need to consider whether, in the developing international situation, we have the right structure to determine priorities for military assistance between NATO, OOA countries and the non- NATO countries of Europe. In this context it may be necessary to review the range of countries presently covered by the

COSSPL.

Command Relationships between CDS and CBFs. the introduction of NMS and new budgetary regimes, we are re- examining the relationship between CDS and the various Commanders British Forces (CBFs) to try and ensure that authority and responsibility are clearly aligned. The main proposals are that permanently stationed personnel of all three Services should come under the full command of the CBFs, and that roulement, or reinforcement, forces should come under their
