Paragraph 13: delete last sentence. Redraft third and fourth sentences to read:
"In 1995 a decision on the length of extension of the NPT must be taken. In the event that a long term extension cannot be agreed upon and the Treaty lapses shortly thereafter a scramble to develop nuclear weapons might ensue. If this happened the number of nuclear weapon states would probably rise into double figures very quickly."
Paragraph 14, third and fourth sentences: amend to read:
"Many countries have indigenous development programmes. In the past the Soviet Union has supplied many of the missile systems now deployed in the Third World. China and North Korea continue to export systems and product technology. Paragraph 17: the reference to the nuclear option existing as a last resort should perhaps be qualified by mention of the UK's negative security assurances.

Paragraph 42: we would favour inclusion of a reference to the desirability of installing a Political Adviser (POLAD) at JHQ to advise the C-in-C. This step proved its value in Operation Granby, and subsequently in Operation Haven.
ANNEX B
Paragraph 3, second sentence: delete "unless Graeco-Turkish relations
removal". Replace "possibly" with "for the
foreseeable future".
Paragraph 4, first sentence: redraft to read:
"The pattern of British activities overseas has resulted in growing numbers of British citizens with greater demands/expectations living and working O0A, and HMG acknowledges that it is committed to their protection."
We would want this paragraph to highlight the point that the protection of shipping is a legal obligation upon the Royal Navy, rather than merely refer to "a responsibility".
