instead that Brazil should be invited to attend, particularly as

they have failed to secure a place in the last two years. From the Caribbean, I propose to invite a student from Trinidad and Tobago, as a suitable candidate has already been identified.

THE RESERVE LIST

23.

The proposed reserve list is shown in order of priority at Part 2 of Annex A. Appropriate caveats have been applied to certain countries to ensure that if it is necessary to select

students from the reserve, a broad regional balance can be

maintained.

SECURITY

24. Countries should normally be invited to nominate students

only if they have a suitable rating in Table X. Proposed

exceptions would have to be considered through the RMIPC procedure and if necessary by Ministers. [However, the RCDS and the security authorities have agreed that the course content

course can be reclassified as RESTRICTED (as opposed to

CONFIDENTIAL) without making any significant changes to the syllabus. This should remove the majority of the potential

security difficulties.]

RECOMMENDATION

25. I invite the Chiefs of Staff to:

note the adjustments made to the regional allocation of

overseas RCDS places within an unchanged total of 38

(paragraphs 3-5).

b. agree that invitations for the 1993 RCDS course should

be issued to those countries listed in part 1 of Annex A,

and that the reserves should be those shown in order of
