Lord Caithness will have noted Hong Kong telnos 2042 and 2074 which indicate that the Hong Kong Government will be excluding certain overseas Chinese students who wish to enter Hong Kong to participate in a conference on the democracy movement in China. The conference is scheduled

for 14-20 July.

2. As the Hong Kong telegrams point out, this is a potentially messy problem. The Hong Kong Government will be unable to exclude all the potentially troublesome students. Some difficult customers will get through the net and may cause trouble. Nor, of course, can they prevent the

conference taking place.

NCNA have already lodged a protest. There are likely to be further complaints from the Chinese.

4.

Under the circumstances, I believe that the HKG have done all they can to minimise the trouble. They are nevertheless likely to be attacked from all sides: the Chinese will complain that the conference is taking place; others in Hong Kong will complain that individuals have been prevented from attending it. It is a not unfamiliar dilemma. We shall need to be ready to support the Governor if there is criticism here, either in the media or in

Parliament.
