In reply to the letter from Human Rights in China Inc, you should draw on Hong Kong telno 2260 of 16 July, copied to you but attached for ease of reference. This sets out the line taken by the Secretary of Security of the Hong Kong Government in a letter to the students of the confederation, and the line taken by a Hong Kong Government spokesman. I suggest you draw on paragraph 4 in particular.
