Organisations and media in the PRC kept up a high level criticism of the Taiwan Democratic Progressive Party (DPP) and other supporters of independence for Taiwan. There was no sign from the PRC side of willingness to agree to a visit which Some leading DPP figures were said to be hoping to make to the mainland.

At the end of the month the Straits Exchange Foundation (SEF) of Taiwan was making preparations to send a delegation to the mainland to discuss measures against crime in the Taiwan Strait. An official of the Mainland Affairs Council welcomed a reported decision by the PRC to establish an unofficial organisation (possibly to be called the Cross-Straits Relations Co-ordination Council) to act as the PRC counterpart to the SEF (South China Morning Post 28 Oct).

Foreign Minister Frederick Chien told Legislative Yuan members that three possible ways in which Taiwan might seek to rejoin the UN all involved difficult problems. Attempting to reclaim the seat held by Peking would mean direct confrontation with a serious effect on Taiwan's security. Applying to join the "Republic of China" or under some other name would "probably lead to PRC aggression against Taiwan". The PRC would probably also oppose any application by Taiwan for observer status (UDN 9 October).

12 out of 14 PRC fishermen held on charges of robbing fishermen from Taiwan were freed on bail of NT$20,000 each on 8 October. The bail was put up by the Chinese Culture and Social Welfare Foundation of Taiwan (UDN 9 October).

According to CT (10 Oct), the wishes of Taiwan businessmen in Fuzhou to establish a Taiwan businessmen's association have encountered obstruction from the Fujian provincial government.

However, officials of the Guangzhou municipal Taiwan Affairs Office have said they would encourage a Taiwan business association providing it undertakes not to engage in political activity. In Peking, a Taiwan Enterprises Association was established nearly two years ago.

Y.C. Wang, Chairman of Formosa Plastics, who travelled to Taiwan from the USA on 10 October, called on President Lee, Premier Hau and Economics Minister Vincent Siew. According to press reports, he said he still wished to proceed with a large investment project at Haicang in Xiamen (various papers 12 Oct).

An exhibition of products by Taiwan-funded enterprises in the PRC was held in Peking on 17 October (PDOE 21 Oct).

A CNS report (in PDOE of 21 Oct) criticised recent actions by Taiwan naval and police vessels against PRC fishermen. It said that seven Fujian fishermen had been killed by gunfire in recent incidents.
