An 8 sq. km area of Putuoshan in the Zhoushan Islands (Zhejiang province) is to be turned into a comprehensive development zone open to foreign investment with facilities for tourism and a port with berths for vessels up to 5,000 tons. The project is expected to cost Y100M (China Daily 20 Oct).

Construction

of an 874 km long railway from Kunming to Nanning is expected to start soon. Construction of another line from Guangtong to Dali in Yunnan is expected to begin early next year (China Daily 20 Oct.).

According to a UPI report, quoting "UN officials", representatives of North and South Korea, the PRC, Mongolia, Japan and the Soviet Union held a meeting in Pyongyang on 18 October to discuss a plan costed at US$30bn to develop the Tumen Delta at the junction of the PRC/Korean and PRC/Soviet borders. The 20-year plan was said to have the aim of turning the area into a "future Hong Kong" (HK Standard 23 Oct.). Xinhua (in China Daily of 26 Oct) reported a press conference given by Mr. K.G. Singh of the UN Development Programme at which he said representatives of China, Mongolia, North and South Korea had endorsed a preliminary study by UNDP of a 1,000 sq. km area mainly in China and had agreed on a UNDP - supported draft plan of action covering further work over an 18-month period.

Japan and the Soviet Union had been represented by observers at the meeting. Xinhua added that the full development plan would call for a total investment of US$30bn over 20 years to be provided by the governments concerned and neighbouring countries.

Electrification of sections within Guizhou of the main

railways linking that province with Yunnan, Hunan and Sichuan has recently been completed (PDOE 24 Oct).

35 drug traffickers were executed in Kunming on 26 October.

According to the China Daily (28 Oct) dozens more traffickers "were believed to have been put to death" on the same day elsewhere in Yunnan province. The death sentences were announced by the President of the Provincial Higher Court at a televised rally of 40,000 people.

The convicted prisoners were then "brought to the execution ground". Five tons of narcotics were burned at the rally. A provincial anti-narcotics conference concluded in Kunming on the same day. An official was quoted as saying that police had caught more than 4,300 people involved in 2,800 drug-related cases in Yunnan in January-September.
