Visit to London

Thank you for your letter of 26 March.

The Public Service Commission in Hong Kong is responsible for a wide range of subjects affecting the civil service, including recruitment policy, training programmes, management of grades, promotions, postings and the filling of special vacancies. In recent years, the trend has been one of devolving more responsibility from the Civil Service Branch to the Commission so that Government departments can deal directly with the Commission.

Although the system in Hong Kong has been working well, there are important trends and developments which must be vigilantly kept in view. The experience of other pbulic service commissions operating on simular principles but in different social environments would be always useful as a point of reference. Furthermore, policies and practices in the business sector also provide a informative contrast. Secretary for the Civil Service has strongly recommended that I should visit public/civil service commissions overseas such as those in U.K., Canada, South East Asian countries, etc., so as to obtain a good insight into current changes and developments.
