the record telno 363/2 attached. It is a further reminder of the
Governor's keenness to know when members of OMELCO and
policy secretaries in the Hong Kong Government are calling on Ministers, and subsequently to be told what is discussed. When I was in Hong Kong, the Governor made a particlar plea
that we should be frank in reporting comments made in London, even if they were unfavourable about HKG.

Could I ask all of you to remember to let Hong Kong
know when we discover that appointments have been made with
Ministers for these people, and remember to copy all records
back to Government House (personal if necessary).
