FCO SPONSORED VISITS : HONG KONG

1. We spoke briefly about your list of proposed sponsored visitors. You explained that it had been cleared with the Hong Kong Government and reflected an input from Government House. We agreed that the list was, of course, longer than could be contemplated in the next Financial Year. Even so, I have to say that we found the list rather disappointing. take the point made to me by Tony Galsworthy that, on the political front, it will be easier to make choices when we have a clearer idea of who is coming forward for this year's set of elections. I do hope that we can come up with a more imaginative set of names as the months pass.

Meanwhile, we agreed that you would let us have a rather fuller explanation of the reasons for proposing the names you have put forward (not all of whom are known to us), indicating who has made each suggestion and what the priorities should
be.
3. You should be aware that a number of the political figures (eg, Maria Tam, Rosana Tam) are regular visitors to the UK under their own steam. Others (eg, Martin Lee, Yeung Sum) need careful thought as to what we would want to do with them and how far they would play along. Similarly, some of the civil servants (eg, Anson Chan, John Chan, or Donald Tsang) are very prominent; we should be interested to know why you want to sponsor them.
4. I am copying this letter and your list to Tony Galsworthy and William Ehrman.
