As you know, the sponsored visits programme which started in 1988 became dormant after the June 4 incident, and only resumed in November 1990 with Chen Zuo'er's visit to Hong Kong. In May this year, we reviewed the programme and decided that we should increase the number of visits to at least 3 inward (Chinese officials coming to Hong Kong) and 3 outward (Hong Kong officials going to China) each year.

this basis, hopefully we would have some 18 HKG delegations with over 100 officials visiting China from August 1991 to June 1997 on the sponsored visits programme.

The last inward visit was led by Mr Yang Fan, Deputy Director, Import and Export Department, MOFERT. The 6-member delegation visited Hong Kong from 5 to 13 July. The membership list and visit programme are attached. The MOFERT delegation was escorted throughtout the visit by Mr Huang Quanheng, Division Chief, Foreign Affairs Department, NCNA and

the undersigned. The visit went smoothly, although the programme proved to be a bit too heavy for the delegation.

When NCNA indicated the delegation's areas of interest, one item suggested was "strategic commodities". We did not include in the visit programme any briefing on the item for obvious reasons, and the delegation did not pursue it.

The delegation appeared to be more interested in working level discussions than general familiarization. When briefed on subjects not directly related to their daily work, they appeared rather uninterested. example, they displayed little interest in the briefings on the budget cycle, management of public finances, intellectual property regimes and monetary policies.
