LegCo's understanding and co-operation will be of course necessary for any legislation that is required.
- Would stress, though, that no agreement is reached in JLG
without the concurrence of ExCo. Trust that ExCo members
who are also members of LegCo will ensure that their
colleagues' views are known.
LegCo Committee System (Defensive)
Chinese criticisms are of course unfounded.
- We have tried hard to convince them, within JLG and during
my recent visit to Peking, that LegCo has always had the
right to set up Standing Committees; and that there is no
question of LegCo being given extra powers; or of our
introducing changes that contravene the Letters Patent or
the Royal Instructions.
We have also tried to reassure Chinese that we do not plan
to change the present, executive-led system of government in
Hong Kong.
