I have submitted separately recommending against the Secretary of State writing to the Governor about telecommunications issues in Hong Kong. If the Secretary of State wished to register his interest in the subject, he

might say to the Governor that (as Lord Young has made clear) Cable and Wireless make a very significant

contribution to the UK balance of payments (£250 million this year); that the fortunes of their subsidiary Hong Kong Telecom are therefore followed very closely here; that we were grateful to be kept informed of Hong Kong's

liberalisation plans; and for the assurance that this will be done in a way that is equitable to Hong Kong Telecom. do not believe that any more than that is necessary.
