SECRETARY OF STATE'S DINNER WITH THE GOVERNOR OF HONG KONG:

13 OCTOBER

I recommend that the Secretary of State should use his dinner with the Governor on 13 October to concentrate on two

main issues:

The range of constitutional issues which will arise in

Hong Kong over the next few months: the management of the new LegCo; the LegCo/ExCo relationship; appointments to ExCo (the terms of all 11 current appointed members on ExCo expire by the end of the year); the number of

directly-elected seats on LegCo in 1995; and thinking ahead to the transition, and to the grooming of a first Chief Executive;

Vietnamese Boat People.

SEAD will submit briefing separately on boat people. now submit a short paper intended to prepare the discussion of constitutional issues. I have deliberately kept this fairly staccato, and have pointed up questions to pursue with the Governor. I have not cleared the text of the paper
