AUS(Naval Personnel) Jan 1985- Sep 1989. Acted as senior civilian adviser to the Second Sea Lord (the Admiralty Board Member for Personnel matters) and controlled finance and secretariat divisions with responsibilities in regard to naval manpower numbers, recruiting, training, pay, allowances, pensions, discipline, conditions of service and the associated civilian manpower.

Also Senior Finance Officer for Defence Budget Building Block 1 (Naval Pay, Pensions and Allowances comprising c £1.4 bn per year), and was much concerned with current work to devolve management of these resources to Command Top Level Budgets under the New Management Strategy from April 1991. In addition was adviser to the Trustee (US of S(AF)) and the Admiralty Board on the management of the Greenwich Hospital Trust, Chairman of the Greenwich Hospital Financial Advisory Panel and Vice Chairman of the Committee of Management of the Royal Hospital School Holbrook.

AUS (General Finance) since Sep 1989. These responsibilities include:

advising on the regularity and propriety of expenditure the overall control of defence spending in-year (total budget and running costs) to ensure that limits are not breached together with the associated overall forecasting of outturn. the evolution of financial arrangements to meet the needs of the New Management Strategy from April 1991; and of the necessary IT structure to support the requirements of Estimates formulation and in-year control. Central liaison with the National Audit Office. Certain defence-wide financial arrangements including expenditure in NATO on infrastructure and the Hong Kong Defence Costs Agreement.
