A. I can't at this stage say who I'm going to appoint as I said I'll be making the final decisions during the course of the next two weeks and I

won't make the announcements until I've made those final decisions. I would

like to have in the executive council people from different elements of LEBCO

but I also need to have an executive council which can take decisions which can have discussions on difficult issues, and that means that there are certain rules of the game which those who join the executive council have to go along with if we are going to have a really effective decision taking body which can take what often difficult decisions, complicated decisions in the best interests of Hong Kong.

A. For a long time I think I have made it very clear in public that if you

are going to have decision taking body, those who are in that body need to know that they can discuss things in confidence and that after a discussion has taken place there won't be people who go out of the room and say either what they themselves have said or what other people have said, that is one advantage. They also need to know that if they take decisions together

then people who have been part of the decision taking process will either support those decisions or at least publicly not attack it, those few things are very important if you are going to have an effective decision taking body.
