The new ingredient is the TDC function on Monday afternoon. Frau Buscher said that the Governor had agreed to do this but was anxious about the timing. She had been asked to investigate the possibilities of a helicopter flight back to Bonn. I said it was conceivable that the Bundeswehr / Bundesgrenzschutz could be prevailed upon to lay on a helicopter. But perhaps Cathay Pacific could advise and help. I added that in my view; provided the Governor left the TDC offices (which are on the right side of Frankfurt) at 17:00 h: and provided that dinner started at 20:00 not 19: 30, he would get back to Bonn in good time, unless, of course, the weather was dramatically bad. But in that case (e.g a blizzard) a helicopter would not be much use either. Frau Buscher said that she would aim to bring the TDC opening ceremony forward from 17:00 to 16: 30.

The Ambassador asked for advice on businessmen with Hong Kong connections who could be invited to his dinner on Monday evening. I held over my contribution until I had had a chance to talk to Frau Buscher. She would in fact be grateful if the Ambassador could invite people from the Cologne/ Bonn/ Düsseldorf area, leaving the field free for her in Frankfurt. Not only is she expected to mobilise a prestigious turn-out for the TDC opening ceremony, she also has a dinner to arrange for Dr. Victor Fung, Chairman (since 1 October) of the Hong Kong Trade Development Council. She thinks (and I agree) that people are unlikely both to attend the opening and the Ambassador's dinner (and of course, she now has to fix dinner for Dr. Fung).
5. We (Frau Buscher said Düsseldorf had already been in touch with her office) went through the suggestions in Warren
