VISIT BY GOVERNOR OF HONG KONG TO LONDON: PROPOSED MEETING

WITH OPPOSITION MPs

Problem

1. The Governor would like to meet some leading Labour MPs over lunch during his forthcoming visit to London

(21-27 June). He has asked for confirmation that Ministers

would have no objection.

Recommendation

I recommend the Governor should be allowed to proceed with his plan.

Background and Argument

The Governor has set out, in the attached telegram, the

thinking behind this proposal.

It would make good sense, particularly in view of the

first direct elections to LegCo due in September, for the Governor to get alongside a few key Labour MPS with a view to discussing with them some of the basic realities of the situation in Hong Kong.
