1. Sir Charles Powell rang to say that he had seen from the press that the Governor would be visiting later this month. He would like to see him if possible (I would have seen press reports of his future employment, which depended on the Cabinet Office); but he would be in the Soviet Union from 24 June. I said that was precisely the week of the Governor's visit. He asked whether the Governor might be around the previous weekend; I said that I was not sure, as we were only arranging the FCO part of the programme - HKGO were covering other aspects. He said that I might like to let the Governor know that he would like to see him; having checked that he did not want to see him on official business I politely suggested that it might be easier if he fed this thought in through the HKGO. He said that he would give Mr Yaxley a ring.
