1. Please refer to Hong Kong telegram to FCO number 113. We can rely on Canberra and Wellington to confirm direct whether their host Governments are content for Hong Kong to proceed as proposed. Please establish quickly with Hong Kong Department whether they or SPD will lead in replying to Hong Kong. One obvious point which needs to be made in the reply is that Mr Jim Bolger is the Prime Minister of New Zealand not Mr Geoffrey Palmer.
