CHINA/HONG KONG: FRENCH FOREIGN MINISTER'S VISIT
1.
We have just heard from Peking that M Dumas will visit China from 29 April 1 May, leaving via Canton and Hong Kong.
2. Following discussions at the Secretary of State's meeting today, it is for consideration whether the Secretary of State might have a word with M Dumas before his visit, to explain our current difficulties over Hong Kong. I recognise the Chinese resistance to "internationalising" our bilateral differences. But France has a legitimate interest as an investor in Hong Kong and M Dumas could make some helpful noises about the absolute need for confidence there.
