In 1989 Singapore announced a scheme relaxing their immigration rules to allow permanent residence status for Hong Kong people. The initial scheme would be for up to 25,000 blue-collar workers plus their dependents. The people would not be required to leave Hong Kong on receipt. of the permit. The scheme has since been extended to
include executives.
7. Our information (rather dated) suggests that the scheme has been well supported in Hong Kong and only a very small proportion of successful applicants have actually emigrated.
