Objectives
1.
To satisfy hosts' interest in UK policy on Hong Kong and
recent developments.
2. To encourage Singapore to lobby the Chinese about confidence in Hong Kong.
3.
To encourage progress on Hong Kong Air Services
Agreements with Singapore and Indonesia; and to register
satisfaction on the ASA with Malaysia.

Points to make

Relations with China have improved. Foreign Secretary's
visit to Peking 3-8 April permitted discussion of international and bilateral questions and, particularly, Hong Kong. Good atmosphere.

Foreign Secretary argued for intensification of our
cooperation in run-up to 1997 much business to do, a change of gear desirable.
Chinese agreed in principle and eg to improve work of Joint Liaison Group. Assured us they did not want to
interfere in Hong Kong's day-to-day administration. Made welcome statements that their objective was stability and
prosperity and that they sought no veto.
