COMMONWEALTH FINANCE MINISTERS AND SENIOR FINANCE OFFICIALS MEETING KUALA LUMPAR, MALAYSIA 8-10 OCTOBER 1991
1. I enclose a letter from the Commonwealth Secretary-General, Chief Emeka Anyaoku, proposing the dates of 9-10 October 1991 for the Commonwealth Finance Ministers' meeting, and the afternoon of 8 October for that of the Senior Finance Officials. A meeting for the Board of Representatives of the Commonwealth Fund for Technical Co-operation will take place on the morning of 8 October.

At a previous meeting, the then Secretary-General, Mr. Ramphal, expressed his regret at the increasing tendency of Finance Ministers to fail to attend these meetings. Last year, Mr.Major attended as Chancellor of the Exchequer, the first Chancellor to do so since 1987. We do not know whether Mr. Lamont has the inclination to attend this year's meeting but he is highly unlikely to go since it coincides with the Conservative Party Conference. The Treasury have indicated that the Economic Secretary will probably lead the UK delegation, though this has yet to be finally decided.
